The MEDS Modernization Planning Project is a multi-departmental (California Department of Health Care Services, California Department of Social Services and the Office of Systems Integration) planning effort to modernize MEDS and increase the State’s Medicaid Information Technology Architecture (MITA) maturity in order to maintain enhanced
federal funding.

The Division of Inspection Service’s Medical Cannabis Cultivation Program was established when Governor Brown signed the Medical Cannabis Regulation and Safety Act into law effective January 1, 2016. The Act established a licensing and regulatory framework for the cultivation, manufacture, transportation, storage, distribution, and sale of medical cannabis in the State of California. CDFA hired I-Cubed and Associates and Project Oversight Corporation to provide IV&V services.

The VoteCal Project involved enabling California to comply with HAVA general system requirements. Counties and their vendors modified their specific EMS COTS and business processes in order to support this new system and comply with federal HAVA mandates. The VoteCal system required an immediate update of voter registration data in the central system as it is entered by the counties and list maintenance activities will be standardized.

The HCD Codes and Standards Automated System Re-Engineering Project (CASAS 2.0) involved a new system that involved a modular, multi-tier system architecture using Java-based (Grails/Groovy) software with an Oracle database. HCD utilized the software engineer contractors to supplement and work alongside existing HCD application development staff, whom were redirected from the CASAS maintenance team to work on the project.

Project Oversight Corporation established a semester-based contract with the University of Pacific to teach Microsoft Office products to staff members.

The PPM Training and Mentoring Project included developing and implementing a Independent Project Oversight Consultant (IPOC) curriculum for all of the Portfolio Project Managers at the Department of Technology for Mary Winkley, Assistant Secretary of Program and Portfolio Management.

The CDI PWP Project involved providing online access to the operational documents received by
the CDI, improving customer service by providing on-demand access to public files, reducing document processing and storage costs, increasing the ability to share documents and files across the Department electronically, and increasing the CDI’s ability to recover from a disaster.

The ADP HIPAA Implementation Project involved developing and implementing policies and procedures to comply with HIPAA requirements. In addition, it also included Short-Doyle Medi-Cal Phase II.

CalPERS Health Care Decision Support System (HCDSS) Project involved developing a system to automate the analysis of health care rates. Prior to this, analysts could only manipulate underwriting and actuarial data in the form of flat file Excel spreadsheets and Access databases that required time-consuming, manual data manipulation and scrubbing to detect errors. CalPERS released the HCDSS in 2003 after almost six months of user acceptance testing.

The project involved creating a Visual Basic front-end application that communicated to a VAX/VMS COBOL back-end application through a ACMS Workspace. The project involved over ten contractors. The system was used by all of Region 9 associated organizations.
