DoD transitioned from the DoD 8570.1-M “Information Assurance (IA) Workforce Improvement Program” upon release of the DoDM 8140.03, “Cyberspace Workforce Qualification and Management Program” on 15 February 2023. Also supporting this transition are DoDD 8140.01, “Cyberspace Workforce Management” and DoDI 8140.02, “Identification, Tracking and Reporting of Cyberspace Workforce Requirements”. DoDI 8500.01, “Cybersecurity” dated March 14, 2014 cancelled DoDI 8500.02, and adopted “...the term ‘cybersecurity’...to be used throughout the DoD instead of the term ‘information assurance (IA).’” FISMA (2002) was reissued in 2014. Originally standing for the “Federal Information Security Management Act”, among other changes under the reissue, the “M” changed so that FISMA then stood for the “Federal Information Security Modernization Act.” When DoD transitioned from DIACAP to RMF, the process of getting a system approval changed from being known as “Certification and Accreditation (C&A)” to “Assessment and Authorization (A&A)”. DoDI 8500.2 was subsumed into DoDI 8500.01 as part of this transition. Mission Assurance Categories (MAC) were eliminated in the transition from DIACAP to RMF. What was formerly known as the “GIG” (Global Information Grid) is now referred to as the “DoDIN” (Department of Defense Information Network). Computer Network Defense (CND) is an obsolete term which has been replaced by the term Defensive Cyberspace Operations (DCO) per JCS. What was formerly known as the CND-SP (Computer Network Defense Service Provider) is now known as the CSSP (Cyber Security Service Provider). As of November 2020, JFHQ-DoDIN mandated weekly vulnerability scans be conducted on all DoD systems.

MyNavy HR IT Solutions is pushing forward on our ongoing initiatives. The team has made progress on our Lines of Effort. Here’s a sample of our recent accomplishments — just a few highlights from this year: ✅ Navy Standard Integrated Personnel System (NSIPS) – We moved Certificate of Uniformed Service (formerly Certificate of Release or Discharge) submissions to NSIPS, which Sailors can now access via MyNavy Portal (MNP). ✅MyNavy Assignment (MNA) – We created a process to automatically upload Selected Reserve (SELRES) assignment data from the Reserve Force Manpower Tools (RFMT) system into MNA, making it easier for Sailors to access their assignment data. ✅Mobility – We deployed a new Official Representation Fund (ORF) calculator that helps Sailors host official events and extend courtesies to guests of the U.S. and the DoD, while remaining within the required spending guidelines. We also updated the MyNavy Uniforms app, the Center for Information Warfare Training Knowledge Port, and Center for Security Forces Toolbox apps. ✅MyNavy Portal (MNP) – We enhanced the Sailor Landing Page (SLP), improving search functionality and enriching site navigation to upgrade the user experience for Sailors. ✅Learning Stack – In partnership with the DoD’s Advanced Distributed Learning Initiative, we deployed a capability to securely deliver select courses to Sailors with unique access requirements that are not currently supported by Navy legacy training delivery systems. ✅Enterprise Customer Relationship Management (eCRM) – We helped migrate the Navy Recruiting Command infrastructure to the GovCloud environment, a flexible and secure architecture that meets the latest computing demands and supports the Navy’s mission to recruit the highest caliber Sailors. MyNavy HR IT continues moving the needle on initiatives that support the Navy. We’re committed to making sure Sailors have access to the systems and information they need to be effective warfighters. What is happening with the Missile Defense Agency? 1) COMETS RFP Canceled (June 3, 2025) The Request for Proposals (RFP) for Communications Management and Enterprise Technology Services has been permanently canceled. 2) MIOES RFP Canceled (June 3, 2025) The Missile Defense Agency IT Operations and Engineering Solutions RFP has been permanently canceled. 3) Golden Dome Industry Summit Canceled (June 2, 2025) The June 11, 2025, summit at the Von Braun Center has been canceled. Strategic Implications: This represents a significant shift in MDA's approach to Golden Dome. MDA is fundamentally rethinking its acquisition strategy and will concentrate the majority of its efforts on the Multiple Award Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) Indefinite Delivery Indefinite Quantity (IDIQ) contract. Based on the latest AUSA “Space: Enabling Multi-Domain Operations” conference, it appears there are more unknowns than certainties in this effort.
