Homelessness Concentration San Francisco is one of the largest service hubs in the western U.S. It hosts: • extensive homeless outreach programs • shelters and services • drug treatment programs • nonprofit infrastructure Because of this, the city attracts and concentrates homelessness from across the region, making the problem appear larger than it would if dispersed.

Description: California's homelessness epidemic—nearly 200,000 affected despite $24 billion in funding—raises serious questions about accountability and governance. As Riverside County Sheriff Chad Bianco articulates, this appears to be a self-perpetuating system that benefits a select few while burdening taxpayers and failing to deliver results. This isn't isolated; Democrat-led states like Hawaii, New York, and Oregon exhibit similar high per-capita rates, often exacerbated by policies on crime and immigration.
