When a leader accepts or allows negative behavior patterns, a culture is formed. Active engagement and early correction of these behaviors sends a clear signal that bullying behaviors are not tolerated in an organization. 🚨 FAR Overhaul Alert: New Model Deviation Text Released by the FAR Council 🚨 The Federal Acquisition Regulatory (FAR) Council just released new model deviation text for three critical sections as part of the ongoing Revolutionary FAR Overhaul (RFO) Initiative, in line with Executive Order 14275 and OMB Memorandum M-25-26. What’s New? -FAR Part 18: Emergency Acquisitions -FAR Part 39: Acquisition of Information and Communication Technology -FAR Part 43: Contract Modifications These updates, posted June 12, 2025, are designed to streamline the FAR, eliminate non-essential text, and make the regulation easier to navigate. Each section now includes practical tools and summaries to help government contractors and agency personnel transition smoothly to the new requirements. Why does this matter for government contractors? *The revised text aims to reduce complexity and improve clarity, making compliance easier and faster. *Agencies will use these model deviations to align their processes during the transition. *Contractors should review the new language to ensure ongoing compliance and take advantage of the simplified requirements. Portfolio Acquisition Executives (PAE) - this term was used by SECWAR speech yesterday on Pentagon's Weapons Acquisition https://lnkd.in/eXRFf2nZ. The term was created within the Section 809 Panel's Team 5, which focused on transitioning the Department of Defense from a program to a portfolio focus. The discussion on PAEs is in the Section 809 Panel Report, volume 3, section 2, titled Portfolio Management Framework. https://lnkd.in/eNQE6sQs If you are interested in the source of the PAE term, you should read this section. The panel made four key recommendations in this area: Recommendation #36 to "transition from a program-centric execution model to a portfolio execution model" "Recommendation #38, Implement best practices for portfolio management."  This referred to the ANSI PMI Standard for Portfolio Management, which has 6 performance domains (see chart below) across a life cycle.  "Recommendation #39, Leverage a portfolio structure for requirements."  This would mean the requirements change needs to align with the PAE portfolios. They should have the same "capability portfolios," which is #37 "Recommendation #37, Implement a defense-wide capability portfolio framework that provides an enterprise view of existing and planned capabilities, to ensure delivery of integrated and innovative solutions to meet strategic objectives."  The Section 809 Panel report was finalized in 2019. Some parts of those recommendations need to be updated to the current environment, such as the current revisions to the DoD Requirements process. As the portfolio expert for the 809 Panel and the principal author of Section 2 for these recommendations, I'll post my thoughts over the next several days on how the PAE concept can be implemented in the current environment. #PortfolioAcquisitionExecutive, #PAE, #PortfolioManagement, #SECWAR, #PMI
