A: Yes, but only if you are specifically authorized by the Maryland Secretary of State, and you follow the identity verification rules required for that authorization. Maryland law (State Government § 18-214) allows a notary public to perform a notarial act for a remotely located individual using communication technology, and that includes tangible (paper) documents. However, not every notary in Maryland is automatically authorized to perform remote notarizations. To perform a remote notarization of a paper document (often called “remote ink notarization”), a notary must: ✔ Be separately authorized by the Maryland Secretary of State ✔ Appear on the approved list of remote notaries ✔ Create and retain an audio-visual recording ✔ Follow the identity verification method selected in their registration Under State Government § 18-206(a) and (b), identity for these remote paper notarizations must be established by: Personal knowledge, or Satisfactory evidence from a credible witness (must be personally known to the notary public) When a notary registers to perform remote notarizations without an approved remote online notarization (RON) vendor, they affirm to the Secretary of State that they will use those identity methods for tangible records. This requirement comes from the Secretary of State’s regulatory authority under State Government § 18-222 and related regulations, not from informal practice. ⚖️ Why this matters If a notary is not authorized to perform remote notarizations, or performs one outside the identity method they agreed to when registering, they risk operating outside the scope of their approval.
