Authorization lapsed Sept 30 with measurable consequences—Space Force RFPs delayed, NIH solicitations canceled, Phase transitions frozen. But this isn’t just congressional negligence. It’s a specific impasse between the INNOVATE Act (immediate commercialization reforms) vs. the House’s clean extension (restore funding first, debate changes later). The actual problem is worse than either side acknowledges: agencies routinely fail to adopt technologies their own SBIR programs funded, creating the “Valley of Death” independent of authorization status. You can’t fix transition pathways during a funding freeze, and you shouldn’t hold the innovation pipeline hostage while debating structural reforms. The House passed H.R. 5100 (one-year extension) in May. It’s been stalled in the Senate for three months. If you work in defense tech or rely on early-stage R&D funding, your congressional representatives need to hear that holding H.R. 5100 hostage for reforms is breaking the innovation pipeline you’re trying to save.

Two systems. April 2026. First Replicator 2 purchase complete. JIATF 401 just awarded Fortem Technologies a contract for two DroneHunter F700 interceptors. Utah-based company. AI-powered. Net-capture defeat mechanism. This is the signal contractors have been waiting for. Replicator 2 isn't theoretical anymore. It's buying. Three things matter here. 1. Non-kinetic is the homeland standard. The DroneHunter doesn't shoot. It nets. No explosions. No debris. No collateral damage in populated areas. DoW made a deliberate choice. Homeland cUAS requires solutions that work over stadiums, bases, and cities. Kinetic defeat creates liability. Net capture creates options. If your system can't operate safely in a civilian environment, you're not positioned for this market. 2. Speed of deployment beats perfection. JIATF 401 stood up in August 2025. First contract awarded in January 2026. Delivery by April. That's eight months from task force activation to fielded capability. Replicator 2's entire thesis: months, not years. The DroneHunter was already validated. Already operational. Already proven in real-world environments. Systems still in development cycles won't catch this wave. 3. Modular integration is the entry ticket. The F700 operates standalone or plugs into broader cUAS networks. Sensing. Decision support. Defeat. All modular. JIATF 401 coordinates nearly 50 agencies. They're not buying point solutions. They're building an architecture. If your system can't integrate with the stack, you're a vendor. If it can, you're infrastructure. This is a small contract.
