Developed by our Technology & Innovation Office with TEConomy Partners, the roadmap identifies the technology sectors where New Mexico holds true national leadership and how we can turn it into opportunity for families across the state. The roadmap identifies three “Powerhouse” opportunity areas: • Quantum technologies • Advanced energy technologies • Aerospace & defense systems And emerging growth areas: • Biosciences • Ag + water innovation These strengths build on our unmatched research ecosystem — Los Alamos, Sandia, AFRL, and our state’s research universities. To move from vision to action, the roadmap outlines three priority steps: 1️⃣ Establish targeted industry centers Focused hubs for quantum, advanced energy, and aerospace/defense — building on investments like the $25M quantum hub with Roadrunner Venture Studios now underway in Albuquerque. 2️⃣ Strengthen the innovation ecosystem Commercialization support, entrepreneurial resources, and streamlined tech transfer to move ideas from lab to market. 3️⃣ Expand access to risk capital We're already increasing support for early-stage companies and strengthening our partnership with the New Mexico State Investment Council to recruit and support companies receiving state-backed venture capital. Momentum is already here: quantum companies like Quantinuum, QuEra Computing Inc., and Qunnect; advanced energy projects like Pacific Fusion’s $1B campus; and defense leaders like Castelion expanding in the state. The purpose of this Summit is to introduce space companies to government partners, investors, and other space corporations. Charlene Jacka, Chief Engineer, SpaceWERX Division (AFRL/RGX) spoke this morning. Jacka said, "There is a full ecosystem geared to support you" adding "You need to discover. What is that demand signal that exists?" Jacka's advice to the space startups: "Identify the customer who can buy soon. Define the smallest slice that proves value. Reduce friction, not complexity. Yesterday, Governor Lujan Grisham signed HB 248, the general obligation bonds bill, and with it, $17.6 million for a reforestation center in Mora County (that's the New Mexico Reforestation Center!), listed by name in the Governor's press release. Seeing it named feels a little surreal. Last fall, I made a significant career pivot... leaving geoscience and academia to step into a leadership role in forest restoration. It was a risk, and not everyone understood it at the time. But just 4 months in, after a whirlwind legislative session this winter, I'm proud of the role I've played in building the case for what the New Mexico Reforestation Center will be. This is a first-of-its-kind, multi-institutional program that will produce 5 million climate-adapted native seedlings per year by 2030. This major funding milestone belongs to a lot of people: legislators who championed it, partners at New Mexico State University, The University of New Mexico, New Mexico Highlands University, and Energy, Minerals and Natural Resources Department of New Mexico who jointly crafted in the vision, and communities across New Mexico who understand that healthy forests are water infrastructure! Whether you made sales or not, filing keeps you compliant and avoids costly penalties. If you sell products or services in New Mexico, you likely owe Gross Receipts Tax (GRT). It’s New Mexico’s version of sales tax, but it’s charged to the business rather than directly to the customer, although many pass it on. GRT applies to anyone selling goods, providing services, or operating as a sole proprietor, LLC, or corporation in the state. To get started, apply for a CRS number (Combined Reporting System ID) through the New Mexico Taxation & Revenue Department. Filing frequency depends on your revenue: • Monthly if you make over $200 per month • Quarterly or annually if you make less than $200 per month Remember, you must file even if you had zero sales. Accurate, timely filing helps you avoid penalties and keeps your business in good standing. If you need help registering or filing, I work with businesses to set it up correctly from the start.

While California notaries still can’t perform RON themselves, documents notarized online by notaries licensed in states like Texas, Florida, or Arizona are valid in California. This change became effective January 1, 2024, thanks to new legislation (SB 696). But full RON by California notaries won’t happen until the state finishes building its secure system — expected by January 1, 2030 at the latest.
