PR to extract OID4VCI REST credential offer endpoint into separate experimental feature
OID4VC_VCI_REST_CREDENTIAL_OFFER.The endpoint and
credential-offer-createrole are now only available when this feature is enabled, while standard OID4VCI flows remain unaffected.
