BREAKING NEWS FROM THE California Air Resources Board #CARB has scheduled another virtual workshop to brief companies on implementation of #SB253 and to preview the staff’s thinking on Scope 3 and other requirements for reporting in 2027. WHAT THIS WORKSHOP WILL COVER CARB staff will provide updates on the mechanics and expectations for the first corporate greenhouse gas emission reports due August 10, 2026, covering Scope 1 and Scope 2 emissions. CARB staff will outline the next phase of rulemaking, focused on building out full greenhouse gas reporting requirements for the reporting periods beginning in 2027, including how Scope 3 emissions disclosures will be phased in, what methodologies CARB is considering, fees, assurance, and definitional elements. The agenda will include discussion of preliminary staff “options” for Scope 3 reporting, a solicitation of stakeholder alternatives or refinements, and an overview of CARB’s approach to conducting an economic analysis of the regulation (e.g., cost categories, affected sectors, and assumptions to be tested). TIMING, FORMAT, AND LOGISTICS The workshop will be held as a virtual-only session on March 23 at 1:00 p.m. Pacific Time (4:00 p.m. ET), with advance registration required through CARB’s climate disclosure meetings and workshops page (linked below). CARB will post workshop slides and related materials to the meetings and workshops page by March 20, allowing participants to review the staff’s latest proposals and questions in advance. California’s Bureau of Automotive Repair just outlined another round of regulatory updates. This isn’t unique to California, and it won’t stop here. For aftermarket automotive brands, regulation is becoming continuous. Suddenly, what you say about your products, services, and compliance needs to be precise everywhere it appears. That’s the part many companies underestimate. Managing that level of consistency across platforms is becoming increasingly complex and critical. It stops being a content problem and becomes an infrastructure problem.

We covered several themes that continue to define where the global auto industry is heading—and why China remains the reference point, not just a competitor. Key takeaways from our conversation: 🔹 China is no longer “catching up.” It is setting the pace on EVs, software-defined vehicles, supply-chain integration, and speed-to-market. The competitive gap is now structural, not cyclical. 🔹 The real disruption is organizational, not technological. China’s advantage comes from ecosystem orchestration—what I often describe as Tier-0.5 logic—where hardware, software, and manufacturing are co-developed rather than sequentially integrated. 🔹 EVs are just the entry ticket. The battleground has shifted to software architectures, AI-enabled features, cost discipline, and the ability to scale platforms globally. 🔹 Western OEMs face a strategic choice. Compete on legacy processes and incrementalism—or rethink operating models, partnerships, and decision velocity to match a very different system logic. 🔹 Globalization isn’t ending—it’s being re-written. BAR Implements Major New Regulations That Will Significantly Change How Automotive Repair Dealers Conduct Business in California BAR is updating the Write it Right guide to include these new requirements and will provide a Q&A section to help dealers stay compliant. The new regulations will take effect on July 1, 2025. Here are some key highlights: Separate Estimate and Invoice for Towing Charges. Authorization for towing fees must be obtained separately from any authorization for repair work. This means you will need to create separate estimates and invoices for any towing charges that you intend to bill the customer for towing their vehicle to your shop. Accepting Payment from Third-Party Payor (e.g. Insurer or Extended Car Warranty. If you accept payment for repairs from a third-party payor, you must, prior to obtaining authorization from the customer, do one of the following: (1) If the amount of the payment to be made by the third-party payor is known, you must include the amount approved to be paid by the third-party payor on your estimate; (2) If the amount of payment to be made by the third-party payor is not known, you must include the following disclosure on your estimate: “This estimate is for repairs to meet vehicle manufacturer and industry standards. As the customer, it is your responsibility to contact the third-party payor for approval of payment.” Estimates Must be Free of Technical Terms & Clearly Describe Each Repair. Estimates must include a statement of each repair to be performed, along with a description written in plain language—free of technical or industry-specific terms—so that a person without professional or specialized knowledge can understand it. Tear Down or Disassembly Estimate. The teardown estimate must include the portion(s) or area(s) of the vehicle or vehicle component(s) necessary to assess the extent of the damage or evaluate the condition of the vehicle or vehicle component(s). Using an Estimate Prepared by Third-Party Payor (e.g.. Insurer or Extended Car Warranty. Shops that choose not to create their own estimate but use a third-party payor estimate must meet stringent requirements including notifying the customer that the third-party estimate is subject to the Fair Claims Settlement Practice Regulations. And the estimate must also include: A statement of intent to repair the vehicle according to the third-party estimate. The name of the third-party payor. The unique identifier from the third-party estimate. The total repair cost listed on the third-party estimate. You must also attach the third-party estimate (original, duplicate, or printout) to the estimate provided to the customer. If the customer approves changes to the repair before proceeding, you must notify the third-party payor of these customer-approved changes in your estimate, which could alter the specified payment amount in the third-party estimate.
